REVIEW OF RETIREMENT AGE OF DEFENCE PERSONNEL AND REDUCTION IN PENSIONs
Hon’ble Raksha Mantri Shri Rajnath Singh Ji,
1. Proposal for reduction of pension for the premature defence retirees and increase in their ages of retirement is a serious retrograde step to further damage the noble profession of Arms. In this connection proposal letter is enclosed.
2. If such illegal, demotivating, and demoralizing proposal is allowed to be implemented, it will make the military unattractive to the suitable youth to volunteer themselves for the profession.
3. As it is, military profession, is the last option of the youth. Introducing further down gradation, degradation, demotivation and demoralization policies will seriously damages the efficiency and effectiveness of our military. Military Leaders at all levels of rank have to be bold, courageous scrupulously honest, ruthlessly committed and amazingly efficient to perform their task both in Peace and War. They need to be structured and managed so as to keep their motivation and morale at high levels.
4. Some of the scheme and policies being planned and thrusted upon the military are very damaging. A commissioned officer with 13 years’ service becomes Lt Col. Military being pyramidical structure, more than 60% do not make the next rank of Col, the next 23 years where will you post them, obviously some of them will have to posted to the front-line units. Imagine the plight of Commanding Officer with 3-4 superseded Lt Cols.? What is the necessity of disturbing the existing tried out structure?
5. As per the existing policy a Jawan with 15 years and Officers with 20 years of service are entitled to full pension. Those who wish to leave be provided with Second Career and allowed to retire with full pension.
6. You may be aware that Pension Budget of 5.25 lakhs defence civilian is 40% of the total pension Budget whereas 25 lakhs defence veterans it is 60% of Pension Budget. Also, other democracies of the World pay 15 -25 % more pensions to defence personnel viz other Civilian Services.
7. May I request you to kindly reject illegal proposal made by MOD (DMA) in the interest of profession of defence forces?
