"Contemporary warfare doesn't occur solely at borders. We have received information indicating that Pakistani intelligence operatives are attempting to enlist social media influencers to promote their narrative," Hisar Superintendent of Police Shashank Kumar stated during a press briefing.

Mr. Kumar shared that Ms. Malhotra was apprehended following information from central agencies regarding her involvement, including communication with Pakistani intelligence officials.

We have taken her into custody for five days. We are reviewing her financial records and interactions, as well as the people she met. She remained in contact with PIOs during the conflict... राष्ट्रपति द्रोपदी मुर्मू ने नए सीजीआई बी आर गवई से 14 सवाल पूछ डाले

 कल नए सीजीआई बी आर गवई ने देश के 52वें मुख्य न्यायाधीश के रूप में शपथ ग्रहण कर ली। इस अवसर पर राष्ट्रपति द्रोपदी मुर्मू, उपराष्ट्रपति जगदीप धनकड़ और प्रधानमंत्री नरेंद्र मोदी समेत सभी प्रमुख मंत्री परिषद के लोग और गणमान्य लोग उस कार्यक्रम में मौजूद रहे यह राष्ट्रपति भवन में यह कार्यक्रम आयोजित किया गया और जैसे ही गवई साहब नए सीजीआई बने उनके सामने एक धमाका हो गया।

धमाका यह हो गया कि राष्ट्रपति द्रोपदी मुर्मू ने उनसे 14 सवाल पूछ डाले। यह 14 सवाल किस बारे में पूछ डाले? उसका कनेक्शन सीधे 8 अप्रैल के फैसले से है। 8 अप्रैल का फैसला क्या था। दरअसल तमिलनाडु गवर्नर और तमिलनाडु की सरकार के बीच में विवाद चल रहा था कि साहब यह हमारे बिल पास होते हैं, विधेयक पास होते हैं। यह उन्हें अपने पास रोक कर रखते हैं। उन्हें ना उन पर अपनी सहमति नहीं देते हैं और हमें दिक्कत का सामना करना पड़ता है। अब उसमें संजीव खन्ना साहब की अदालत ने यह फैसला दे दिया कि 3 महीने के भीतर गवर्नर को किसी भी भेजे गए बिल पर फैसला लेना लाजमी होगा और अगर वह 3 महीने से ज्यादा का समय लेते हैं तो वह ऑलरेडी कानून माना जाएगा और यह गवर्नर और राष्ट्रपति दोनों पर लागू होगा। देखिए कि न्यायपालिका, विधायिका और कार्यपालिका से भी ऊपर हो रही है। जो संसद कानून पास कर रही है उसके कानून को आप इस तरीके से कर रहे जैसे वक्त का कानून था। उसको रोकने की पूरी-पूरी कोशिश की गई संजीव खन्ना साहब के समय में। हालांकि अभी वह मामला चल रहा है। एक बार फिर से नई पीठ बनेगी व कानून पर भी और गवई साहब के नेतृत्व में नई टीम उस पर काम करेगी। पता नहीं आगे क्या होगा।

लेकिन जो अधिकारों की लड़ाई है वह शुरू हो चुकी थी और मुझे लगता है कि राष्ट्रपति द्रोपदी मुर्मू भी इंतजार कर रही थी कि यह संजीव खन्ना साहब जाएं नए सीजीआई आए और उनके सामने यह 14 सवाल दाग दिए जाए। हालांकि इसका इस फैसले का प्रतिरोध उपराष्ट्रपति जगदीप धनकड़ कंटीन्यूस कर रहे थे। जिस भी कार्यक्रम में पिछले दो महीने में गए हैं जगदीप धनकड़ उन्होंने इस फैसले की सुप्रीम कोर्ट की आलोचना ही की कि साहब आप ऐसे कैसे कह सकते हैं? यह तीनों अपने-अपने कार्य क्षेत्र के मास्टर हैं। कार्यपालिका, विधायिका और न्यायपालिका। इनका तो काम है कि अपने अपने क्षेत्र में रह और दूसरे के क्षेत्र का अतिक्रमण ना करें। किसी को भी एक दूसरे के फैसले को रिव्यू करने का अधिकार नहीं है। ना ही आप उस पर सवाल खड़े कर सकते। जगदीप धनकड़ ने तो यहां तक कह दिया था कि क्या हम सुप्रीम कोर्ट को बताते हैं कि किसी मामले में आपको क्या फैसला देना है और आप हमें डायरेक्शन देंगे कि गवर्नर फैसला दे और राष्ट्रपति देश का प्रथम नागरिक देश का सर्वोच्च संवैधानिक पद उसको आप डायरेक्शन दे रहे हैं सुप्रीम कोर्ट कि आपको फैसला देना होगा और मैं बताता हूं कि सुप्रीम कोर्ट ने जो उसमें चार पॉइंट्स खासतौर से खड़े किए थे उसमें यह कहा था कि अनुच्छेद 2001 कहता है कि जब विधानसभा किसी बिल को पास कर दे उसे राज्यपाल के पास भेजा जाए और राज्यपाल उसे राष्ट्रपति के पास विचार के लिए भेज दिए इस स्थिति में राष्ट्रपति को बिल पर मंजूरी देनी होगी या फिर बताना होगा कि मंजूरी नहीं दे रहे हैं। चलिए ठीक है ,वह उनकी मर्जी है देंगे या नहीं देंगे। दूसरा सुप्रीम कोर्ट ने कहा था कि आर्टिकल 2001 के तहत राष्ट्रपति का निर्णय की न्यायिक समीक्षा की जा सकती है।

अब यहां से लोचा शुरू हो जाता है। अगर बिल में केंद्र सरकार के निर्णय को प्राथमिकता दी गई हो तो कोर्ट मनमानी या दुर्भावना के आधार पर बिल की समीक्षा करेगा। अदालत ने यह भी कहा कि बिल में राज्य की कैबिनेट को प्राथमिकता दी गई हो और राज्यपाल ने विधेयक को मंत्री परिषद की सहायता और सलाह के विपरीत जाकर फैसला किया हो तो कोर्ट के पास बिल की कानूनी रूप से जांच करने का अधिकार होगा। तीसरा पॉइंट सर्वोच्च न्यायालय ने स्पष्ट किया कि जब कोई समय सीमा तय हो तो वाजिब टाइमलाइन के भीतर फैसला करना चाहिए। राष्ट्रपति को बिल मिलने के 3 महीने के भीतर फैसला लेना अनिवार्य होगा। यदि देरी होती है तो देरी के कारण बताने होंगे। बताइए राष्ट्रपति को कारण बताने होंगे। जिस राष्ट्रपति के एक साइन से कहीं भी राष्ट्रपति शासन लग जाता है। किसी की भी सरकार चली जाती है, उसे 3 महीने के अंदर फैसला लेना होगा बिल पर और यह बाध्य करेगा सुप्रीम कोर्ट। चौथा और अंतिम अदालत ने यह भी कहा था कि राष्ट्रपति किसी बिल को राज्य विधानसभा को संशोधन या पुनर्विचार के लिए वापस भेजते हैं। विधानसभा से फिर से पास करती है तो राष्ट्रपति को उस बिल पर फाइनल डिसीजन लेना होगा और बार-बार बिल को लौटाने की प्रक्रिया रोकनी होगी। बताइए साहब यह हाल हुआ था और जगदीप धनकड़ ने 17 अप्रैल को राज्यसभा इंटर्न का एक ग्रुप आया था वहां पर उनको संबोधित कर रहे थे। उन्होंने कहा था कि अदालतें राष्ट्रपति को आदेश नहीं दे सकती। संविधान के अनुच्छेद 142 के तहत कोर्ट को मिला विशेष अधिकार। लोकतांत्रिक शक्तियों के खिलाफ 247 उपलब्ध न्यूक्लियर मिसाइल बन गया है। जज सुपर पार्लियामेंट की तरह काम कर रहे हैं। यह एक अधिकार है 142 उसका उसमें इस्तेमाल किया जा रहा था। अब 142 का तो सुप्रीम कोर्ट ने इस्तेमाल किया। अब केंद्र सरकार ने 143(1) का इस्तेमाल किया है और उन्होंने यह कहा कि राष्ट्रपति ने अपने प्रेसिडेंशियल अधिकारों के तहत सुप्रीम कोर्ट से जवाब मांगा है कि आप बताइए कि क्या आप इस तरीके से अमुक अमुक मुद्दों पर हमें इस तरीके से निर्देशित कर सकते हैं।आपको बता दूं कि जो राष्ट्रपति ने कहा है एक नंबर जब राज्यपाल के सामने कोई बिल आता है तो उनके पास कौन-कौन से संवैधानिक विकल्प होते हैं? यह आप बताएं। सुप्रीम कोर्ट से पूछा है राष्ट्रपति ने। क्या राज्यपाल फैसला लेते समय मंत्री परिषद की सलाह से बंधे हैं? क्या राज्यपाल के फैसले को अदालत में चुनौती दी जा सकती है? क्या आर्टिकल 361 राज्यपाल के फैसलों पर न्यायिक समीक्षा को पूरी तरह रोक सकती है? अगर संविधान में राज्यपाल के लिए कोई समय सीमा तय नहीं है तो क्या अदालत कोई समय सीमा तय कर सकती है? क्या राष्ट्रपति के फैसले को भी अदालत में चुनौती दी जा सकती है? क्या राष्ट्रपति को सुप्रीम कोर्ट से राय लेना अनिवार्य है? क्या राष्ट्रपति और राज्यपाल के फैसलों पर कानून लागू होने से पहले ही अदालत सुनवाई कर सकती है? दसवां क्या सुप्रीम कोर्ट आर्टिकल 142 का इस्तेमाल करके राष्ट्रपति या राज्यपाल के फैसलों को बदल सकता है? 11 क्या राज्य विधानसभा द्वारा पारित कानून राज्यपाल की स्वीकृति का बिना लागू होता है? 12वां क्या संविधान की व्याख्या से जुड़े मामलों को सुप्रीम कोर्ट की पांच जजों की बेंच को भेजना अनिवार्य है? 13 क्या सुप्रीम कोर्ट ऐसे निर्देश आदेश दे सकता है जो संविधान या वर्तमान कानूनों से मेल ना खाता हो और 14वां और अंतिम क्या केंद्र और राज्य सरकार के बीच सिर्फ सुप्रीम कोर्ट ही सुलझा सकता है विवाद जितने हैं। तो राष्ट्रपति ने तो क्लियर सुप्रीम कोर्ट से यह कहा है कि भाई ठीक है।

आप हमें आदेश दे रहे हो तो यह बता दो कि आखिरकार हमारे अधिकारों की समय सीमा क्या है? हमारे अधिकार कहां तक हैं और क्या हमारे विवाद सारे सुप्रीम कोर्ट ही सुलझा जाएगा कानून में इसका और कोई प्रावधान नहीं है और मैं बताऊं कि अब अगर राष्ट्रपति ने यह सवाल पूछ लिए हैं तो इस पर भी एक कानूनी बाध्यता है। इस पर एक संविधान पीठ बनानी होगी। कम से कम पांच जजों की जस्टिस गवई साहब उसका फैसला लेंगे निश्चित रूप से और उसके बाद यह तय किया जाएगा। मैं आपको बताऊं भाजपा सांसद निशिकांत दुबे ने भी इस मुद्दे को जोर शोर से उठाने की शुरुआत की थी। हालांकि उन्होंने जो वफ वाला बिल गया था सुप्रीम कोर्ट में संजय संजीव खन्ना जिस समय सीजीआई थे और उन्होंने कुछ सवाल खड़े कर दिए थे तो उस संदर्भ में निशिकांत दुबे ने यह कह दिया था कि जस्टिस संजीव खन्ना की वजह से देश गृह युद्ध की स्थिति पर है। एक सिविल वॉर छिड़ने जा रही है। इस पर उन पर अवमानना का केस भी किसी ने किया था। हालांकि उसमें सुप्रीम कोर्ट ने अपना बड़े बड़ा हृदय दिखाया और कहा कि नहीं अवमानना की जो मामला था उसे हम एंटरटेन नहीं करेंगे। लेकिन निशिकांत दुबे की आलोचना जरूर की गई थी कि इस तरह का बयान उन्हें नहीं देना चाहिए था। बीजेपी ने भी उससे अपना किनारा कर लिया था। अध्यक्ष हैं जो जेपी नड्डा उन्होंने भी कह दिया था कि साहब यह बात उनकी निजी राय है फलाना।

लेकिन जो आक्रोश निशिकांत दुबे का था वह सभी का था। बस बात यह थी कि कोई कह नहीं रहे थे। और राष्ट्रपति द्रोपदी मुर्मू जिन्हें अब तक सब लोग यह समझ रहे थे कि वह था। हालांकि उसमें सुप्रीम कोर्ट ने अपना बड़े बड़ा हृदय दिखाया और कहा कि नहीं अवमानना की जो मामला था उसे हम एंटरटेन नहीं करेंगे। लेकिन निशिकांत दुबे की आलोचना जरूर की गई थी कि इस तरह का बयान उन्हें नहीं देना चाहिए था। बीजेपी ने भी उससे अपना किनारा कर लिया था। अध्यक्ष हैं जो जेपी नड्डा उन्होंने भी कह दिया था कि साहब यह बात उनकी निजी राय है फलाना। लेकिन जो आक्रोश निशिकांत दुबे का था वह सभी का था। बस बात यह थी कि कोई कह नहीं रहे थे। और राष्ट्रपति द्रोपदी मुर्मू जिन्हें अब तक सब लोग यह समझ रहे थे कि वह एक डमी है। केवल वह फैसले इस तरह के लेती हैं। एक तरफफ़ा फैसले लेती हैं या ज्यादा उखाड़ पछाड़ में बिलीव नहीं करती। उन्होंने यह इस तरह का डिसीजन लिया। निश्चित रूप से केंद्र सरकार की सिफारिश के बाद ही लिया गया होगा। केंद्र सरकार की तरफ से ही प्रस्ताव आया होगा। लेकिन द्रोपदी मुर्मू ने 14 सवाल पूछकर सुप्रीम कोर्ट को भी कटघरे में खड़े करने का काम किया है। इस पर आगे क्या होगा मैं नहीं जानता। कानूनी दाव पेच इस पर कैसे चलेंगे हम आपको समय-समय पर बताते रहेंगे। लेकिन इसमें कोई शक नहीं है कि यह मामला जब सेटल होगा या इस पर जो फाइनल डिसीजन आएगा वो एक ऐतिहासिक फैसला होगा और आने वाले समय के कई बड़े मामलों की दशा दिशा उससे तय होगी।

“I informed Tim Cook that we’re not keen on you setting up in India; they can manage on their own,” Trump stated during an event with business leaders in Qatar.

On May 15, U.S. President Donald Trump mentioned in Doha, Qatar that he had a conversation with Tim Cook, the head of Apple Inc., expressing that there isn’t a necessity to set up factories in India unless it’s exclusively for that market.

Following their discussion, Trump remarked that Apple will be increasing its production within the United States.

He also indicated that India has proposed to eliminate all tariffs on U.S. products.

“I had a little disagreement with Tim Cook yesterday. I told him, my friend, we have been very supportive of you. You're bringing in $500 billion, yet now I hear you're expanding all over India. I don’t want you to establish operations there. You can do so if it’s just for the Indian market since India has some of the highest tariffs globally, which makes selling there challenging. They (India) presented us with an agreement where essentially they are ready to impose zero tariffs. I mentioned to Tim that we have been very accommodating, enduring all the plants he operated in China for years. We’re not interested in your expansion in India. India can take care of itself,” Trump said according to CNBC-TV18 regarding their dialogue. “India is prepared to offer us a deal where they are essentially willing to charge us absolutely no tariffs,” Trump noted during his speech with business leaders in Qatar.

By the end of 2026, Apple plans to produce the majority of its iPhones sold in the United States through factories in India, and is expediting these plans to navigate the possibility of increased tariffs in China, its primary manufacturing country, a source informed Reuters last month.
