How Manohar Parrikar Walked the Talk with His Simplicity and Dedication

It was sometime in 2001. At a gathering hosted by Gomantak, the leading newspaper in Goa, I was explaining to someone the 100 year scenarios of urbanisation of Goa. These scenarios were the result of the Goa 2101 model that I had built. I had no idea someone was eavesdropping on the conversation, perhaps because of my passionate expression, or else because it was just more than a bit crazy to talk about 100 years in future when no one talked of even 100 days. Least of all did I know, that that someone was the then chief minister of Goa, Manohar Parrikar. 

Later I learnt that Manoharbhai had discovered that I was the same person who had conducted a study and had refused to modify the findings to support an infrastructure project for multi-level parking at Junta house in Panjim being proposed by Infrastructure Leasing and Financial Services Ltd (IL&FS) and Goa State Infrastructure Development Corp Ltd (GSIDC).
A week later I got a call from the chief minister’s office saying that the chief minister would like to talk to me. A few seconds later Manoharbhai was on the line. Without beating around the bush he said the Goa government had an infotech corporation and he wanted to appoint a vice chairman to put it on track. He wanted me to accept the position. I asked what it would mean.

He said we would discuss when we met, he just wanted my assent. The next day it was notified that I would be the vice chairman of the corporation. 

After about two months, Mr Parrikar realised that my inputs had provided him with the ability to save more than 25% of the government’s expenditure on e-governance and also with a plan to create employment for over 10,000 IT engineers. He recognised that this value-add to the taxpayers had come without any compensation for my time and effort as the Company Act did not provide for compensating non-executive directors except by way of a small sitting fee, which was generally never paid. He recognised that the value of my contributions was beyond the corporation to advising the government on governance and IT.

He initiated the procedure to appoint me as an adviser on governance and IT amidst much opposition from the bureaucracy. It took a whole year before he succeeded, I still remember him being apologetic as he sought my advice even though I had not been compensated by the government for this extraordinarily long time.

He followed the practice of reading every relevant paper in every file that passed his desk. He had to ensure none of the taxpayer’s money was being wasted or stolen. So invariably, his schedule would overshoot. He used to call me to brief him at 7pm, but I usually had to wait till he finished his files for all the departments.

Sometimes he would take an hour in between to diligently coach his son, who was then in class XII. So invariably it would be well past 9pm when he would finally have time for our appointment.

Even as he was multitasking he not only observed but acknowledged that I had spent most of the time reading, not just sitting around. I still remember his humility when he would ask me to explain what e-governance is and how it can help the state. 

Often our conversations would run close to midnight. Usually he would have let his driver go home long before that. I lived in Alto de Porvorim, half way between Mapusa, where he lived in his family house, and Altino the official residence where he operated from in Panjim. He would often request if I could drop him home.

Sometimes if we had unfinished conversations he would request me to come to his family home at 7am. His sister-in-law would open the door and go to get milk from the milk stall while Manoharbhai would get up from the divan in the living room and ask me to wait. 

Manoharbhai initiated many path breaking initiatives in e-governance, way before the rest of the world even thought about it. He encouraged my initiative to invite every department head to articulate the mission of their departments and use IT to enable the mission instead of merely automating procedures.  He ensured I would have the best bureaucrat as my IT secretary to ensure procedures would not block the innovations that would put the state’s governance ahead. 

He supported the move to consolidate government IT initiatives so that citizens would not be asked to provide information and certificates that the government itself had issued to the citizens. He supported the initiatives to explore building a cooperative of IT engineers along with the engineering colleges and the IT industry. 

In order to promote an IT culture and provide opportunities to Goan youth, he launched a program to give every higher secondary student a free personal computer (PC). We ensured every student had access to not only Microsoft Office but also visual studio and later even Linux machines with open source technologies.

He wanted to create educational content servers that could deliver educational content to students and we even explored innovative technologies including transmitting information over power lines in order to overcome the last mile reach to students in villages.

The Telecom Regulatory Authority of India (TRAI) policies on leased line access disadvantaged IT companies in Goa over Mumbai and Pune. With Manoharbhai’s help, I could reach out to the then IT minister Arun Shourie. With his help and that of the then TRAI chairman, Pradeep Baijal, we accomplished parity with other cities. Against all odds, with Manoharbhai’s support, we signed a memorandum of understanding (MOU) for Zenta and then Wipro to set up 10,000 seater centres in Goa. 

Goa was chosen as the best governed small state by the Planning Commission and in an independent survey by India Today.

Sometimes I travelled with Manoharbhai to Delhi or Mumbai for meetings. Once he arrived at the Mumbai airport in an auto rickshaw. The security could not believe he was the chief minister of Goa. Once we travelled back from Mumbai by the early morning flight. Manoharbhai carried his own bag and refused to let anyone else carry it for him. 

When we landed in Goa in the early hours, he asked if we could inspect the construction underway for the international film festival before going home. He thought he could get to see if the contractor was delivering as promised if he made an early morning round before everyone turned up.

Once he drove his new car late at night over the Mandovi Bridge to his home in Mapusa. The constable on duty at the bridge did not recognise him and stopped him to check his licence. Even after seeing his licence the constable told him his car had a temporary registration and he should have a permanent one before driving it around. Manoharbhai nodded without identifying himself and went home. The next day he found out who was on duty and promoted him for doing his job well.

Once Manoharbhai wanted me to entertain a guest he was unable to meet. He asked me to give him the bill so it could be reimbursed. The guest had ordered beverage. I had no idea that beverage could not be reimbursed. 

Without even mentioning my ignorance Manoharbhai paid from his own pocket so that I would not be out of pocket.  

Goa had hosted a conference of TIE International where hundreds of IT entrepreneurs and venture capitalists gathered. Manoharbhai had to address them before dinner. In his speech Manoharbhai narrated a story from Chandamama about a king who lost everything when he lost his character as he pursued wealth and power. He urged the importance of character over wealth.

Manoharbhai tested everyone and every decision against the yardstick of character, integrity and conflict of interest. He would explain whenever people asked for compensation in multiple roles why compensation can only come from one role. He emphasised and expected high standards of everyone holding public office.

Months after his coalition government lost power amid defections, I left Goa to join my family in the US. Manoharbhai was now the leader of the opposition.

Whenever I visited Goa, he would take me out to lunch. On one such occasion, I had floated the idea that he should set up a school to create leaders in every sector.

I explained that leaders should be people who recognise and act in public interest.

Leaders should commit themselves to the lifetimes of children born today, not merely from election to election in partisan and private interests. I had touched a raw nerve. He had tears in his eyes. He said that was indeed the need of the hour and had wished he could implement the idea. It was not the only time I saw him disillusioned with politics.

On another such occasion he shared his frustrations with politics. He wanted to renounce politics. It was perhaps his disillusionment with the lack of true leaders that kept him from doing so.

I happened to visit Goa when the Panjim government was preparing proposals for the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) projects. He took me to a meeting to have me explain why the JNNURM approach was wrong.

Manoharbhai rarely spoke in public about his disgust of politicians, their methods and hunger for power. Sometimes, in a rare moment, he would express sadness at the helplessness to change the vicious cycle of greed for power and money. His eyes always lit up when he talked about education. He felt that was the only way we would be able to transform society. 

Later when I returned to Pune we saw less of each other. When Manoharbhai became the defence minister he used to visit Pune often. Once I had requested him to address my students to tell them about the importance of character in governance. He spent over an hour chatting informally with my students. He preferred to answer questions, not sermonise. He said action should speak more than his words. 

It is unlikely that it is a coincidence that he later ceased to be the defence minister and returned to where he felt he could walk with his conscience. He has left behind for his followers his dream of using education to create leaders and a better society.

 Manoharbhai could not rest till he made a difference. He was a karma yogi. It is no accident that he worked till his last breath. 

He has left an example of simplicity, dedication and walking the talk that will for long be the standard to distinguish leaders from politicians who represent partisan interests. May he find peace in leaving behind his actions as an example for others.

Threatening Calls to Col Mukul Dev; Punjab Police Comes Into Action

Punjab Police came into action, when Col Mukul Dev, who is leading petitioner in ongoing NFU for military case in honorable supreme court, received threatening calls from unknown number.
On receiving such calls at around 1130 am on 17 Mar 2019, Col Mukul Dev twitted from his handle:

Threatening calls are being made to me from ‘Unknown’ number (as reflected on my mobile screen) asking me to not to follow what I am doing. Whosoever is making such calls, I challenge, if you have guts, come in open and have a face to face bout. Why hide?”
This tweet triggered a wave of anguish on social media, wherein many persons and military veterans came ion his support demanding immediate police action and protection to life of Col Mukul Dev. Capt Amrinder Singh, CM of Punjab was tagged in many tweets.
Please note that Col Mukul Dev is main petitioner in a case pending in Supreme Court against decision of Govt of India of not giving NFU to military personals, whereas same has been given to civil & CAPF officers. The case is first of its kind in India since independence, where serving officers have challenged decision of Govt of India in court alleging discrimination and neglect of military personals.
On matter being reported, Punjab Police is taking action and investigations are on to find out criminals behind such threatening calls.
Till the timing of writing this report, immediate outcome of investigations are not known which is likely to take some time. However military families are worried over safety of Col Mukul Dev and his family and are demanding proper protection. The matter has also been reported to army authorities.

 अंग्रेजो भारत छोडो के बाद –नौकरशाही भारत छोडो---
वर्तमान अनिश्चित राजनीतिक परिदृश्य की पृष्ठभूमि मेंदेश के  वातावरण में  न तो हमारे संवैधानिक अधिकार और न ही संसद के निर्वाचित सदस्यऔर न ही विधानमंडल के सदस्य संबंधित लोक सेवकों को जनता का काम करने के लिए लोगों की सहायता कर पा रहे हैंजब तक कि स्व-प्रेरणा से  उच्च न्यायालय और   शीर्ष अदालत  कुछ जनादेश देने के लिए सरकार और विशेष रूप से संबंधित लोक सेवक को कानूनी रूप से कार्य करने और / या अवैध भूमिका से दूर रहने के लिए हस्तक्षेप नहीं करता है ।    हमारे बुद्धिमानईमानदारईमानदारी से चुने हुए प्रतिनिधियों के लिए स्वतंत्रता का जयंती के 50 वें समारोह में लोगों को ठीक से जानने और महसूस करने के लिए स्थिति का जायजा लेना चाहिए। सार्वजनिक प्रशासन को कुछ   रूढ़िवादीअनम्यअसंवेदनशील लोगों  द्वारा चलाया और प्रबंधित किया जा रहा है । 'नौकरशाहोंके रूप में जाने जाने वाले लोक सेवक एक शब्द में तुच्छ अवांछनीय असंतुष्टीकारक और  जन विरोधी हैं।
यह कटु अनुभव है कि उन्हें वास्तव में कोई पता ही नहीं हैबल्कि वे लोगों की वास्तविक समस्याओं और आकांक्षाओं की नब्ज और धड़कन की अनुभूति और चिंता को अनदेखा करते हैं । यह अनम्यता और सार्वजनिक प्रयोजनों के मामले में असंवेदनशीलतासार्वजनिक समस्याएं मानो विशेषताएं बन गई हैं बल्कि हमारे दिन-प्रतिदिन की पुरानी समस्याओं  के लिए सार्वजनिक प्रशासनजहाँ दक्षता और जनता के प्रति जवाबदेही हमेशा सबसे निचले स्तर पर होती है और बहुत सहज मुद्दों को  हवाओं में उडा  दिया जाता है । जब हम इसे इतनी ज़िम्मेदारी के साथ साथ कहते हैंतो इसे भी यहाँ स्पष्ट करना होगा और अब इस स्तर पर किसी भी अनावश्यक गलतफहमी से बचें  केवल यह नहीं है कि प्रत्येक राजनेता या लोक सेवक पर जनविरोधीनौकरशाह होने का आरोप लगाया जाता है।   ऐसा नहीं है और वास्तव में ऐसा नहीं हो सकता। हर काले बादल की तरह   जिसमें कुछ खूबसूरत चमकीली रेखायें भी होती हैं।  सार्वजनिक-प्रशासन की तरह कथित रूप से निराशाजनक काले बादलों में भी कुछ  वास्तविकउम्मीदवान और आदर्श किंतु नगण्य लोक सेवक भी हैंजिनके पर  देश गर्व कर सकता हैजो उनकी हर तंत्रिका को तनाव में रखते हैं जिन्होने वास्तव में सार्वजनिक रूप से काफी मदद कीसेवा की जो कि एक परीक्षात्मक तरीके से प्रदान करता है आशा की रजत रेखा  की तरह सरकार में लोगों की कुछ आशा को बनाए रखनी चाहिये। परन्तु फिर मामले या राज्य या देश के समग्र दृष्टिकोण को छोड़कर अपवादों के बीच कुछ और दूर जहां 'नौकरशाही संस्कृतिने दुर्भाग्य से मुख्य रूप से शिकंजे में जकड लिया है ।अपनी चुनी हुई सरकार में लोगों के लोकतांत्रिक अधिकारोंमूल्यों और उम्मीदों के लिएसार्वजनिक हित को कभी नहीं रोका जा सकता हैइसके बावजूद यह वांछित सीमा तक नहीं बढ़ पाया है। बारबार की राजनीतिक अस्थिरता पार्टीयों की  सरकारें तेजी से बदल रही है और अभी और फिर चक्रवाती  राजनीतिक हवाओं की हर कानाफूसी के साथ 'मौसम सूचक मुर्गाकी दिशा बदल रही है ।  इस मामले का पूर्वोक्त दृष्टिकोण की वास्तविकता यह है कि यह कठोरकड़वा है, 'लोक नियमके अनुसार  कानून 'देश पर शासन करने के लिएसरकारी प्रशासन को रवैयाचरित्र और काम करने की गुणवत्ता को आवश्यक रूप से बदलना होगा बल्कि 'नौकरशाहीशब्द के साथ इसकी बदसूरत पहचान संविधान के तहत लोगों के परम संप्रभु अंतिम अधिकारों के लिए पर्याप्त और घोर विरोधी है  । क्या हमने कभी किसी एक मिनट में शैतान को देश से बाहर निकालनेचंगुल से देश को निकालने और बचाने की बात, 'नौकरशाही पंथ', जिसके कारण सभी व्यापकप्रकट अक्षमतालाल-फीताशाहीगैर जिम्मेदारापन   ने लोगों को अपंगकुचल और निचोड़ दिया है ,के लिये विचार और योजना बनाई है?  यह दुखद स्थिति स्वतंत्रता और स्वतंत्रता का फल भोगने में बाधक है। अगर   ऐतिहासिक वर्ष 1942 ने सफलतापूर्वक अंग्रेजों को चुनौती दी और 'भारत छोड़ो', वर्ष चला तो  1997 भी एक और ऐतिहासिक वर्ष होना चाहिए जो 'नौकरशाही पंथको स्पष्ट जनादेश और आदेश दे 'भारत छोड़ोऔर इसके लिए हम सभी को इस लक्ष्य को हासिल करने के लिए कड़ी मेहनत करनी होगी। कारण स्पष्ट है 'लोकतंत्रऔर 'नौकरशाही ’, वस्तुतः एक तरह से एक-दूसरे के विरोधीविपर्ययविरोधाभास के संदर्भ में हैं। सेवा में ही  सहीसार्थक लोकतंत्र है।  जनता के पास मतदान करने का अधिकार हैअगर सत्ता में रहने वाली पार्टी उनकी समस्याओं का समाधान   नहीं करती हैतो लोक सेवक के साथ भी एक ही जवाबदेही और पारदर्शिता परीक्षण से कुछ उचित तरीकों और साधनों को प्रभावी ढंग से विनियमित और नियंत्रित करने के लिए निपटा जाना चाहिए और खोजने के लिए विद्यमान परिधि से बाहर निकलना चाहिए । मशीन या तंत्र जब भी पकड़,दक्षता खोता है और वांछित और अपेक्षित सेवा नहीं देता हैउचित  समय पर ध्यान देने की आवश्यकता हैसर्विसिंगपेंचिंग और टोनिंग-अप इस उद्देश्य की पूर्ति करेगा और यदि इन सभी चीजों को करने के बावजूदयदि स्थिति में सुधार नहीं होता हैतो आगे की आवश्यकता को ध्यान में रखते हुए समकक्षों को भी बदलने की आवश्यकता होती है और यदि ऐसा नहीं किया जाता है तो इसके अलावा कोई विकल्प नहीं रह जाता है कि निंदा के रूप में 'कबाडके रूप में उपयोग के लिये यह सारा कचरा फेंक देना और नष्ट या बंद करना  निपटाने के लिए उत्तम है।
अपरिहार्य स्थिति की समस्या को हल करने के लिए सामना करना होगा। दूसरे शब्दों मेंसही मायने में लोकतांत्रिक व्यवस्था कायम रखने और उसके ऊपर राज्यलोकतांत्रिक अधिकारमूल्यों और लोगों की संस्कृतिघातक नौकरशाही के वायरस को पहली बार में सख्त निगरानी और नियंत्रण में रखना होगादेश लोकतंत्र के अपने चरित्र और गुणवत्ता को बनाए रखना चाहता हैऔर दूसरे ओर वैकल्पिक रूप में जहां इसका समूल  उन्मूलन तुरंत संभव नहीं है। यदि ऐसा नहीं किया जाता हैतो यह मान लें कि तथाकथित 'लोकतंत्रकेवल नाम के लिये होगा और लोगों को शैतान द्वारा शासित और शोषित  किया जाएगा और 'ब्यूरोक्रेसीका अभिशापसफलतापूर्वक खरपतवारों द्वारा जालों के आसपास कताई होगी और कताई से लोगों और उसकी सरकार के बीच दूरी बढती जायेगी। अगर पूर्णिमा के  चांद की भांति स्वतंत्रता और लोकतंत्र ने अपनी सुंदरता खो दी तो हमारे देश में यह पूरी तरह से  इसका दोहरा   घातक नौकरशाहों और भ्रष्ट राजनेतों की महत्वाकांक्षाओं द्वारा ग्रहण लग जायेगा। समय रहते हमेंजागना पडेगा। जय भारत...

तू डाल डाल, मैं पात पात

देश एक दिलचस्प मगर चुनौतीपूर्ण मोड़ पर है। पूर्व में एकतरफा दिख रही, हाल ही के पांच राज्यों के चुनावों के परिणाम के बाद लोकसभा चुनावों की जंग बड़े कांटे की हो गयी है। स्थितयां लगभग सन 2009 जैसी हैं जब सत्तारूढ़ दल के विरुद्ध कोई बड़ी लहर या हवा नहीं थी तो यह भी पता नहीं था कि पक्ष में कौन है, वैसी ही कुछ मोदी सरकार की वर्तमान स्थिति है। मोदी सरकार को अस्थिर व बदनाम करने के लिए जो झूठ व अतिरंजित आरोपों व बयानों का सहारा विपक्षी पार्टियों विशेषकर कांग्रेस पार्टी ने लिया वह देश मे स्वस्थ लोकतंत्र के लिए अत्यंत निराशाजनक है। राफेल डील पर जिस प्रकार राहुल गांधी मोदी सरकार को घेर रहे थे व प्रधानमंत्री नरेंद्र मोदी पर आरोप लगा रहे थे उससे जनता में यह विश्वास बनने लगा था कि हो सकता है कोई घोटाला हुआ हो किंतु जब संसद में इस विषय पर हुई बहस के जवाब में रक्षा मंत्री निर्मला सीतारमण ने इस डील के सभी तथ्य संसद के माध्यम से देश के सामने रखे तब जनता की समझ मे आया कि किस प्रकार झूठ और प्रपंच की राजनीति कर कांग्रेस व राहुल गांधी ने मोदी सरकार को अस्थिर व बदनाम करने की साजिश रची। ऐसी ही दर्जनों साजिशें व आरोप असहिष्णुता, ईवीएम, अयोध्या मामले, संवैधानिक संस्थाओं, रिजर्व बैंक को अस्थिर करने आदि के नाम पर देश की सेकुलर पार्टियां व लोग लगातार मोदी सरकार के विरुद्ध लगाकर जनता को गुमराह करने पर उतारू हैं। दु:खद व अशोभनीय यह है कि मीडिया का एक वर्ग विशेष ऐसी खबरों को बिना जांचे परखे प्रमुखता से दिखा रहा है।
निश्चित रूप से यह विपक्ष का उत्तरदायित्व है कि वह सरकार के गलत कार्यों को सामने लाए व उसकी आलोचना करे किंतु इसकी आड़ में दुष्प्रचार करना अत्यंत घातक है। ऐसा संभव नहीं कि एनडीए गठबंधन की सरकार में सब कुछ ठीक ही हुआ हो या सभी नीतिगत निर्णय सही ही हो मगर उनकी आलोचना व वैकल्पिक नीतियों का ढांचा प्रस्तुत करने में विपक्ष पूर्णत: असफल रहा है। लोकसभा चुनाव उनके लिए एक स्वर्णिम अवसर की तरह है जब वे अपनी नीतियों व कार्यक्रमों को लेकर जनता के पास जा सकते थे किंतु वे अपने परस्पर विरोधी व वैचारिक प्रतिद्वंद्वी तक के साथ गठजोड़ करने में अधिक दिलचस्पी दिखा रहे हैं और जनहित व जन सरोकार के मुद्दों से किनारा कर मात्र सत्ता को सर्वस्व मानकर गठबंधन बनाने की कवायद में जुटे हैं। विपक्षी पार्टियों की यह सीमाएं देश की राजनीति में उत्पन्न बड़े वैचारिक संकट का संकेत भी हैं। विधानसभा चुनावों में भाजपा की हार व कांग्रेस पार्टी की जीत ने नए सत्ता समीकरण खोल दिए हैं। अभी तक अपराजेय समझी जाने वाली मोदी-शाह की जोड़ी स्थितियां हाथ से निकलती देख नए दांव पेंच चल रही है तो कांग्रेस के नेतृत्व में यूपीए भी अपनी ताल ठोक रहा है। यद्यपि बाजारवादी नीतियों के मामले में दोनों ही दल एक धरातल पर खड़े हैं। कांग्रेस पार्टी अगले कुछ दिनों में कुछ बड़े खुलासे, स्टिंग ऑपरेशन व घोटाले सामने ला सकती है ताकि मोदी सरकार बदनाम हो सके। मगर कांग्रेस व विपक्षी दलों को अगर सही मायने में सत्ता चाहिए है तो जन सरोकार के मुद्दों पर व्यापक जन आंदोलन छेडऩा होगा और उससे पहले अपनी नीति व नीयत स्पष्ट करनी होगी क्योंकि मोदी व भाजपा के आक्रामक अभियान के कारण हिंदुत्व, राष्ट्रवाद व रचनात्मक सोच अब भारतीय राजनीति के महत्वपूर्ण मुद्दे हो गए हैं और जो दल इन मुद्दों से किनारा करेगा, जनता उससे किनारा कर लेगी।
पिछले एक वर्ष में अपनी मेहनत व कांग्रेस के उठते ग्राफ के बीच कांग्रेस व राहुल गांधी को उम्मीद थी कि आसानी से सभी विपक्षी दलों को मोदी सरकार के विरुद्ध महागठबंधन में शामिल करवा लेंगे और राहुल प्रधानमंत्री पद के विपक्ष के सांझा उम्मीदवार घोषित हो जाएंगे। किंतु तेलंगाना के मुख्यमंत्री केसीआर द्वारा तीसरे मोर्चे की कवायद के बीच उत्तर प्रदेश में सपा बसपा गठबंधन, ममता बनर्जी, अरविंद केजरीवाल, बीजेडी, अन्नाडीएमके व वाम दलों आदि के महागठबंधन में आने व कांग्रेस के साथ मिलकर चुनाव लडऩे से मना करने व राहुल के नेतृत्व को अस्वीकार करने के कारण कांग्रेस व राहुल अलग थलग पड़ गए हैं। मायावती ने तो विशेष रूप से बड़े गंभीर आरोप लगाते हुए कांग्रेस से दूरी बना ली। ऐसे में अंतत: गांधी परिवार को प्रियंका को राजनीति में लाना पड़ा। इस कदम ने सेकुलर दलों व वोटरो में विचित्र स्थिति पैदा कर दी है और पूरे देश मे लोकसभा चुनाव त्रिकोणीय या चतुष्कोणीय हो गए हैं। यह किसी हद तक बैकफुट पर आए भाजपा व एनडीए के लिए बिल्ली के भाग्य से छींका टूटने जैसा है।
पर्दे के पीछे की राजनीति बताती है कि मोदी-शाह की जोड़ी ने तीन राज्यों की सरकार गवाने के बाद उपजी नकारात्मक स्थितियों व माहौल से निकलने व वापस बाजी पलटने की मजबूत कार्यनीति बनाई व काम किया। सर्वप्रथम भाजपा की राष्ट्रीय परिषद का सम्मेलन बुलाकर पार्टी पर अपनी पकड़ होने की बात सत्यापित की। जिन कारणों से हारे व मतदाता हाथ से निकला यानि सवर्णों का विरोध व गुस्सा उसको शांत करने के लिए सामान्य वर्ग के आरक्षण का दांव खेला और दो दिन में ही पूरा परिदृश्य बदल अपने रूठे वोटबैंक को वापस अपने साथ कर लिया। दूसरा बड़ा कदम विपक्षी खेमें में सेंध लगाना व महागठबंधन बनने से रोक कांग्रेस व यूपीए को अलगथलग करना। इसके लिए पर्दे के पीछे सभी गैर यूपीए दलों से संपर्क साधे गए, उनको तीसरे मोर्चे से जुडऩे या अलग चुनाव लडऩे के फायदे समझाए। जो नहीं माना उसके भ्रष्टाचार की फाइलें सामने रख दी या फिर जांच एजेंसियों की कार्यवाही तेज कर साध लिया गया। तीसरा बड़ा काम जनता को राहत व स्थायी आमदनी के साथ ही किसानों, बेरोजगारों व मध्यम वर्ग के लिए बड़े, प्रभावी व दीर्घकालिक स्थायी लाभ वाली योजनाओं की घोषणा व क्रियान्वयन। इसके साथ ही पुरानी योजनाओं का तेजी से जमीनी क्रियान्वयन व अधूरे चल रहे प्रोजेक्ट्स को तेजी से पूरा कर प्रधानमंत्री मोदी द्वारा ताबड़तोड़ उद्घाटन व रैलियां। साथ ही विश्वपटल पर तेजी से उभरते भारत की प्रतिष्ठा से आम आदमी को जोड़ उसे रोमांचित महसूस करा उसमें आत्मगौरव का भाव पैदा करना और सबसे ऊपर भारत की सनातन संस्कृति व गौरवान्वित अतीत की पुनर्प्रतिष्ठा करने के काम। लेकिन इन सब के बाद भी जीत का आत्मविश्वास एनडीए, भाजपा व मोदी-शाह की जोड़ी में नहीं पैदा हो पा रहा। ऐसे में अंतत: राम मंदिर के निर्माण की घोषणा व बड़ी सर्जिकल स्ट्राइक जैसे कदम भी मोदी सरकार उठा सकती है ताकि भावनात्मक ज्वार पैदा कर अपने पक्ष में लहर बनाकर सत्ता की वैतरणी पार की जा सके।
ऐसे में जब हर ओर पक्ष विपक्ष से लगातार ब्रह्मास्त्र छोड़े जा रहे हैं और उनकी काट भी ढूंढी जा रही है, तू डाल डाल, मैं पात पात की स्थिति है, लोकसभा के चुनाव दिनोंदिन महाभारत में बदलते जा रहे हैं। संभावना है कि मार्च माह में लोकसभा चुनावों की तिथियां घोषित हो जाए व अप्रैल में कुछ और राज्यों के विधानसभा चुनावों के साथ चुनावों की प्रक्रिया पूरी हो जाए। ऐसे में राजनीतिक दलों के साथ ही मतदाताओं का विवेक भी दांव पर है कि वे किसे चुनेंगे? प्रखर राष्ट्रवाद को या उथले सेकुलरवाद को। किसी भी स्थिति में देश में पूर्ण बहुमत वाली स्थिर सरकार बने यह जरूर जनता से अपेक्षित है।

A Cogent National Strategy is Needed for J&K in 2019

This article commences with a couple of presumptions about future scenarios. First, that in the predictable future there is likely to be no workable agreement with Pakistan on J&K and the issue is likely to continue with status quo. Pakistan will plan and cater to an optimization to stay ahead in the loop of baiting India and executing its actions within its perception of our limit of tolerance. Second that the Indian security establishment will continue to perform at high levels of tactical competence, dominate the security environment and continue on its spree of neutralizing terrorists. However, apart from achieving machismo through good statistics of kill ratios, this won’t move the graph of conflict from the late stages of conflict stabilization where it has been stuck for some time now. Third, the security establishment, political community, intelligence agencies, the veteran community and various informed academics and diplomats, are all aware what exactly needs to be done but there will be a dearth of ideas on how it is to be done.
The above presumptions are useful in determination of any strategy on J&K. Yet there needs to be clarity on the existing environment on the basis of which some known and less known facts emerge. From the high of 5000 or more terrorists 20 years ago the residual strength is no more than 300-350, majority being local and concentrated in South Kashmir. The resident strength in areas South of Pir Panjal is almost zero. In Kashmir, 248 terrorists have been neutralized in 2018 (180 are reported to have been recruited) but the residual strength hasn’t changed. With infiltration and recruitment this strength can remain constant year on year.
Infiltration figures vary from 100 to 150 each year and the Army is unable to guarantee anything better unless additional deployment is done or technology upgrades executed; that remains less likely. Figures of infiltration in 2001 and prior were to the tune of 2000 a year. North Kashmir is reasonably stable but any tampering with deployment will lead to spaces being opened and gravitation of infiltrated elements into them. It is South Kashmir where separatism and terrorism is rife. Local cadres are available to replace neutralized ones; the average life of a new recruit is no more than four to five months. Funerals of local terrorists are the recruiting grounds for terrorist ranks. Increasingly, not only terrorists but even local over ground workers (OGWs) and stone throwers, who form part of the anti-national networks, are becoming brazenly bolder and unafraid to confront even the Army; this leads to attempts at mob intervention to interfere with anti-terror operations in which civilians die or get injured triggering more alienation and antipathy. The separatist leadership remains intact with no effort to disrupt it.
The only strategy which is working is the neutralization of terrorists but in the absence of any strategy to prevent the creation of more terrorists this too is only leading to an unending cycle of military operations. Governance issues are being tackled by the Governor’s administrative team but the energy and ability to effect change is extremely limited due to the inability of field administrators to go the full distance in the implementation of directions on governance. The one thing missing from the turbulent internal proxy conflict zone is any focused strategy to get to the people, speak to them, break mindsets, overcome challenges of increasing radicalism, help create different narratives and generally regain the initiative.
Realistic political activity has eluded Kashmir for many years and neither the political community nor the administrators have the will and capability to go to the grass roots. The only ones who do are the Army, the JK Police and the CRPF; political, ideological and social issues cannot be resolved by them. The Army’s military civic action program Operation Sadbhavna has been of great help in only allowing the soldiers to reach out to the populace; it continues with vigour but obviously has limitations. What is required is an Operation ‘Sadbhavana Plus Plus’, owned not by the Army alone but by Delhi and the State Government, with every agency on board and many more. This is not something which can be set up in a year and executed. 2019 can be the year in which it can be initiated and a long-term strategy designed with mid-term reviews.
There is no point served by evolving complex strategies. There have been experiments of the past which have succeeded in creating hope among the people and languished for want of continuity; such a situation arose out of an absence of doctrinal guidelines with each institution and department fighting its battle. Two simple examples from the past will highlight this. First, the Central Jail continues to be a den of vice with little control; inmates enjoy facilities of communication and can connive and even set up terror operations from within. The escape of notorious Pakistani terrorist Naveed Jatt, later involved in the killing of journalist Shujaat Bukhari and neutralized in a recent operation by the Army, was planned this way. In the past, the inability of the administration to set up even the basic detention facilities for detained stone throwers forced them to be kept with hard core terrorists in the Central Jail thus converting them to terrorist ranks in many cases.
From an angle of strategy, the foremost guideline needs to be the continued conduct of security operations to prevent any potential surge in terrorist ranks. There should be no lag in the provision of the best equipment to the SF, including night vision equipment for counter infiltration. The CRPF and JK Police need quality training in mob handling and the equipment in their hands needs to go well beyond pellet guns. This must be visible, quantifiable and accountable training. No small detachments of Special Police Officers (SPO) should be deployed to prevent weapons falling into terrorist hands. From the security angle, no attempt should be made to reduce the Army’s footprint, including in the comparatively peaceful areas south of Pir Panjal. Absence of violence must never be assumed to be the return of normalcy; persistence in such deployment must be exploited for other measures described below.
There must be insistence upon defining the term ‘outreach’ with no scope for individual perceptions on this. Outreach must at the least include the progressive restoration of dignity and self-esteem to the people everywhere and not just in the areas held by the Army. There has to be a focused effort to get the political community to revisit and engage with the people. The erstwhile experiment of the Army and JK Police to assist in the meeting of people in small and perhaps later slightly larger gatherings at community centers in the Sadbhavna mode will help in the restoration of genuine political activity.
There is a common complaint about the ugly face of radical ideology having captured the mosques and converted the secular and tolerant culture of Kashmiri Sufism. Without the assistance of the clergy, restoring the moderate streak is not possible. This push cannot be local. It has to come from rest of India. Purge of radical clergy with assistance of intelligence agencies and replacement with a moderate one has to be a slow and steady campaign with willing takers from the clergy.
Outreach to the youth has different connotations. There has to be a splurge in activity to engage with them in small groups through imaginative programs including bringing youth icons from rest of India. The antipathy is real but given a chance to express their views, even with venom, gets them to a different attitude. We must remember that if the notorious Tral tehsil has given a couple of hundred terrorists, it has also given many more patriotic soldiers to various Indian Army regiments, including JAK Light Infantry and JAK Rifles. Sports and games are being organized aplenty and many young Kashmiris have excelled themselves. This should be used to develop pride in the youth.
Social media is well recognized as the villain that facilitates propaganda from different anti-national quarters. It cannot be countered by entities in isolation in Delhi who are out of sync with the reality or by individual organizations such as the Army, JK Police or intelligence agencies. It’s a professional job which needs research, content writing and psychological guidance. It has to be a cogently joint effort provided organizations can shed their individuality. Information warriors are the need of the hour; those who can devote hours of effort and remain in continuity on the task; the Unified Command may assume responsibility provided it is empowered. The Governor as the Centre’s representative must take charge of the Unified Command and employ it more often for war gaming and brain storming. It may sound contentious but the Army’s long experience in the information game makes it the ideal choice to be the lead organization in this effort.
There are five major universities in J&K. Their role is as yet unrealized but can be defined more clearly. Besides academic pursuits, they should lead the efforts towards bringing people from different sub-regions on a common platform to discuss and enhance awareness; even mutual adoption of towns from the Jammu division and Srinagar might be suggested. Let Samba and Anantnag have adoption as much as Udhampur and Baramula; promotion of interaction between citizens of different cities enhances bonhomie and understanding so necessary to arrest divisive trends in conflict zones.
The above are but a drop in the ocean of thoughts which runs across hundreds of minds in the rest of India. We should question ourselves whether some of our democratic practices are acting as obstacles to mainstreaming the people of Kashmir. It’s not a stray thought that media bashing of Kashmiris in Delhi is unhelpful in setting out our larger goals of making 2019 the year of reckoning in finally getting to grips with the 30-year problem in J&K.
