Russian state news agencies conveyed details about the drone strike on a residential area within Kazan, a city situated around 500 miles (800 km) east of the capital, Moscow. The Defence Ministry mentioned that the aerial assaults on the city occurred in three distinct waves between the hours of 7:40 am and 9:20 am (0440 and 0620 GMT).

No injuries or fatalities were reported, as stated by the agencies, referencing local authorities. The mayor of Kazan communicated via Telegram that all scheduled large gatherings in the city would be cancelled over the weekend, and local officials would provide temporary shelter for those evacuated.

The Baza Telegram channel, which has close ties to Russia's security divisions, shared unverified footage showing an aerial object impacting a high-rise structure, resulting in a substantial explosion. Kazan airport announced a temporary suspension of all flight arrivals and departures, according to Russia's aviation regulator Rosaviatsia through a Telegram message.

Rosaviatsia also indicated that temporary restrictions were being implemented at two additional airports: one in Izhevsk, a smaller city located to the northeast of Kazan, and the other in Saratov, approximately 400 miles (650 km) to the south of Kazan. The restrictions at the Saratov airport were subsequently lifted.

PM Modi has commenced a two-day journey to Kuwait, marking the first time an Indian Prime Minister has visited the Gulf country in 43 years. On Saturday, the PM stated that both India and Kuwait have mutual interests concerning the peace, security, and stability of the West Asian region.

Upon invitation from Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, PM Modi will meet with Kuwait’s senior leadership, which includes engagements with both the Crown Prince and the Prime Minister. Another significant activity includes a visit to a labour camp where many Indian blue-collar workers reside. Additionally, the PM will speak to the Indian community at the 'Hala Modi' event at the Sheikh Saad Al Abdullah Sports Complex.

Regarding Modi's visit to the labour camp, Arun Kumar, Secretary of the Ministry of External Affairs, remarked, "We have a community of about one million individuals in Kuwait. The purpose of the labour camp visit is to demonstrate the importance the Indian government places on our workers employed in foreign lands."

Prior to PM Modi's trip, the MEA indicated that discussions regarding a bilateral investment agreement and a defense cooperation treaty were taking place between the two nations. The MEA's weekly media briefing expressed optimism that the PM's visit would enhance India-Kuwait relations.

Significantly, PM Modi's trip to Kuwait occurs just two weeks following the collapse of President Bashar al-Assad's administration in Syria and the ongoing Israeli military actions in Gaza.

Furthermore, the visit holds great significance for the enhancement of India-Gulf Cooperation Council (GCC) relations. The GCC represents a crucial alliance, including countries such as Saudi Arabia, the United Arab Emirates, Oman, Qatar, Bahrain, and Kuwait.

In a statement upon his departure, PM Modi mentioned that his discussions with Kuwait’s senior officials would provide an "opportunity to outline a roadmap for a future-oriented partnership" between the two nations.

"We highly cherish the longstanding relationship with Kuwait that has developed through generations. We are not only robust trade and energy allies but also share a commitment to peace, security, stability, and prosperity in the West Asia region," he remarked.

"It will be a chance to lay out a roadmap for a future-oriented partnership that benefits our peoples and the region," he continued. "I am excited about engaging with the Indian diaspora in Kuwait, who have played a vital role in strengthening the friendships between our two countries," he added.

The announcement made on December 12 followed closely after Defence Minister Rajnath Singh’s recent trip to Moscow, where he engaged with Russian President Vladimir Putin and other high-ranking officials to further strengthen defense relations between the two nations. 

The production of these aircraft will occur at HAL’s Nasik facility. According to the MoD press release, the delivery of these jets is set to boost the operational abilities of the Indian Air Force (IAF) and fortify the nation’s defense readiness. 

Currently, the IAF operates a fleet consisting of 260 Su-30s, and the contract for 12 additional fighters is in response to aircraft lost in various accidents. The new Su-30MKIs will feature certain capabilities from the Super Sukhoi program. The authorized strength of the Su-30 fleet stands at 272 aircraft. 

Su-30 MKI 

The India-specific adaptation of the Russian Su-30, the Su-30MKI, was incorporated into the IAF in 2002. This dual-engine, air-superiority, multi-role, heavy, all-weather, long-range fighter aircraft boasts a take-off weight of 38,800 kilograms with a payload capacity exceeding 8 tons, which includes air-to-air and air-to-surface missiles, as well as anti-ship missiles. The jet can carry 10 × Astra Mk1 class missiles and is powered by two Lyulka-Saturn AL-31FP turbofan engines. 

Presently, the forward-facing NIIP N011M Bars (Panther) radar system is a robust digital multi-mode dual frequency band integrated passive electronically scanned array radar. The N011M radar features a search range of 400 km and a maximum tracking range of 200 km. The OLS-30 laser-optical infrared search and track (IRST) system, which has day and night FLIR capabilities, operates alongside a helmet-mounted sighting system and provides a range of 30 km. 

The Su-30MKI possesses a range of 3,000 km with internal fuel, allowing for a combat mission duration of 3.75 hours. Additionally, it is equipped with a retractable in-flight refueling (IFR) probe that can extend the flight time by up to 10 hours, maintaining a combat radius of 3,000 km. The Su-30MKIs are also compatible with Cobham 754 buddy refueling pods. 

Equipped with cutting-edge avionics designed collaboratively by Russia, India, and Israel for purposes such as display, navigation, targeting, and electronic warfare, the aircraft benefits from additional avionics sourced from France and South Africa. Its capabilities are akin to the Sukhoi Su-35, as it shares numerous features and components. The performance capabilities of this aircraft type impressed Russia’s Defence Ministry, prompting an order for 30 Su-30SMs, a localized variant of the Su-30MKI, for the Russian Air Force.
