What is India’s three-phase strategy to halt Indus water from flowing to Pakistan?

India has officially suspended the Indus Waters Treaty due to the recent Pahalgam terrorist incident, pointing to ongoing cross-border terrorism from Pakistan. The government led by Narendra Modi now aims to prevent any water from the Indus River from reaching Pakistan through various initiatives, including the construction of dams, diversion of water, and cutting off data.

India has put the Indus Waters Treaty (IWT) with Pakistan on hold, signifying a major change in its approach to water diplomacy and interactions with its neighboring country to the west.

In response to the lethal Pahalgam attack, resulting in the deaths of 26 Indian citizens, and linked to militants from Pakistan, the government has initiated a comprehensive plan designed to obstruct the flow of the Indus River's waters into Pakistan.

This declaration carries notable political, strategic, and infrastructural implications as India reassesses its strategy against terrorism through the management of resources. Understanding the significance of the Indus Waters Treaty for Pakistan.

On April 24, 2025, India officially notified Pakistan that the Indus Waters Treaty would be placed in “abeyance”, effectively ceasing all obligations related to the treaty between the two nations. This entails halting data exchanges, meetings involving designated Indus Commissioners, and providing prior notification for any new projects in the basin. This announcement came just a day after India's public statement regarding the suspension of the longstanding agreement.

The communication was issued by Water Resources Secretary Debashree Mukherjee, who emphasized that ongoing terrorist activities originating from across the border undermine India's rights under the water-sharing treaty.

In her correspondence to her Pakistani counterpart Syed Ali Murtaza, she stated: “The principle of honoring a treaty in good faith is essential to any agreement. However, what we have encountered is a persistent pattern of cross-border terrorism from Pakistan targeting the Indian Union Territory of Jammu and Kashmir.”

The assault in Pahalgam marked the most severe incident on Indian territory since February 2019, when forty members of the CRPF lost their lives in Pulwama, Jammu and Kashmir, due to the actions of the outlawed organization Jaish-e-Mohammed.

As per sources reported by NDTV on Friday, the Ministry of Home Affairs has instructed states to locate and expel all Pakistani citizens within their regions, with Home Minister Amit Shah having communicated with every chief minister.

On Wednesday, India announced the cancellation of all visas for Pakistani individuals as part of a five-point diplomatic strategy following the terrorist incident in Pahalgam, Jammu and Kashmir.

India indicated that all visas would be annulled starting from April 27. The government specified that medical visas would only remain valid for an additional 48 hours.

Indian officials stated that they possess evidence linking Pakistan to the planning and execution of the attack. On Thursday, senior diplomats from various countries, including the United States, the United Kingdom, Italy, France, Germany, Russia, and China, were presented with this evidence by Foreign Secretary Vikram Misri.
