Sebastian Zapeta was taken into custody approximately six hours after the law enforcement initiated a search operation to locate him. Officials report that he utilized a lighter to set ablaze the clothing of a woman who seemed to be sleeping on a stationary F train at the Coney Island-Stillwell Avenue subway stop in Brooklyn. The footage of the event has gained substantial traction on social media.

Retired Supreme Court Justice V Ramasubramanian appointed as chief of human rights panel
Former Supreme Court Justice V Ramasubramanian has been designated as the Chairperson of the National Human Rights Commission (NHRC).
This appointment was made following the retirement of Justice Arun Mishra from the role on June 1.
During the interim period, NHRC member Vijayabharathi Sayani served as the acting chairperson.
Justice Ramasubramanian was chosen by a committee that included Prime Minister Narendra Modi, Home Minister Amit Shah, Lok Sabha Speaker Om Birla, Rajya Sabha Deputy Chairperson Harivansh Narayan Singh, Lok Sabha Leader of Opposition Rahul Gandhi, and Rajya Sabha Leader of Opposition Mallikarjun Kharge.
The committee also selected Priyank Kanoongo and Justice Bidyut Ranjan Sarangi to serve as members of the NHRC.
Gandhi and Kharge expressed dissent from the majority's decision and recommended the appointments of Justice Rohinton Nariman and Justice KM Joseph as chairperson.
Additionally, they suggested the names of Justice S Muralidhar and Justice Akil Kureshi for NHRC membership.
In their strongly articulated dissent note, the Congress leaders criticized the selection process as flawed, arguing that it had been reduced to a predetermined exercise that neglected collaborative consultation and consensus.
Justice Ramasubramanian earned his law degree from Madras Law College and became a bar member on February 16, 1983. He practiced law for around 23 years at the Madras High Court. He was appointed an additional judge of the Madras High Court on July 31, 2006, and became a permanent judge on November 9, 2009.
At his own request, he was transferred to the High Court of Judicature at Hyderabad effective April 27, 2016.
Following the bifurcation of the two States, he continued as a judge of the Telangana High Court starting January 1, 2019. He held the position of Chief Justice of Himachal Pradesh High Court from June 22, 2019, until his appointment as a Supreme Court judge on September 23, 2019.
He vacated his office on June 29, 2023.
The NHRC was founded on October 12, 1993, under the Protection of Human Rights Act (PHRA), 1993, which was subsequently amended by the Protection of Human Rights (Amendment) Act, 2006.
The NHRC functions in alignment with the Paris Principles endorsed at the first international workshop on national institutions for the promotion and protection of human rights, which took place in Paris in October 1991, and later ratified by the United Nations General Assembly via Resolution 48/134 on December 20, 1993.
The NHRC signifies India's dedication to the advancement and safeguarding of human rights.
