Lavender used machine learning algorithms and analyzed vast amounts of data to identify individuals in the military group who were considered "junior" militants.

The military often makes a split-second decision, and according to Lavender's data it takes about 20 seconds to decide whether to bomb these targets, mostly based on gender identity. The report stated that the program mostly targeted individuals with little or no connection to Hamas.
