Prime Minister Netanyahu submitted a two-page document to the security cabinet for approval late Thursday. As the leader of a Palestinian state, the Biden administration wants Palestinian rule on the edge of Gaza and the Israeli-occupied West Bank, but Netanyahu and his government oppose this outcome. Netanyahu's plan calls for electing Palestinians in Gaza to govern the region.
Peace talks also appear to be progressing, with mediators presenting new proposals at a high-level meeting in Paris. The United States, Egypt and Qatar have been trying to find a solution to prevent Israeli attacks in Gaza for weeks, but now face an impasse.
