Kamala Harris to urge Israeli PM Netanyahu to end the war and suffering of Palestinian civilians in Gaza

Vice President Kamala Harris will be facing her first week as the Democratic presidential nominee having to tackle one of the most politically contentious issues in U.S. foreign policy when Israeli Prime Minister Benjamin Netanyahu makes an official visit to Washington.

Netanyahu's visit highlights Harris' views, who has proven to be a strong voice in the Israel-Hamas war, especially in discussions of the plight of innocent Palestinians. Harris attracted widespread attention this year when she called for an "immediate ceasefire" during a civil rights speech in Selma, Alabama, and attacked Israel for creating a "humanitarian catastrophe" in Gaza.

Harris will meet privately with the Israeli president at the White House. But if she wins the White House in November, her comments before and after the call will be closely watched for clues about her position on Israel's war against Hamas in the Gaza Strip. Biden, who is scheduled to meet with Netanyahu on Thursday, has seen his approval ratings fall as he resists calls from progressive Democratic voters to block U.S. weapons from reaching Israel. The damage has been severe in key battleground states like Michigan. Democrats are hoping Harris can largely free herself from that stigma and win back liberals who say she can't vote for Biden because of his Israel policy. White House officials said Harris will skip Netanyahu's address to a joint session of Congress on Wednesday, but that certainly won't hurt those efforts. Instead, she will keep a long-standing promise to speak at an event hosted by one of Indiana's largest historically black sororities.

Harris is seen as a tougher critic of the Gaza war than Biden, but she is not expected to express a different view from current policy in her meeting with Netanyahu.

It is unclear how different their views actually are. Even their ceasefire call, which made headlines for new U.S. pressure on Israel, mirrored Biden's position on calling for Hamas to accept an Israeli offer to stop fighting in exchange for the release of hostages held in Gaza. But her tone and emphasis on human suffering marked a dramatic rhetorical shift in how the administration discusses the costs of the war.

Still, experts and voters say they will be watching to see how Harris fares this week, especially for signs of change on the hotly debated issue of whether the U.S. should condition military aid to Israel on Palestinian limits on civilian casualties.
