As China emerges as the world's economic and military power with the ability to challenge US priorities, the Indo-Pacific region, which includes the Indian Ocean region (IOR), has become a key element of American defense chemistry. If Western powers, led by the United States, attack China at any time, the Indo-Pacific region will become a decisive battlefield.

The Indo-Pacific Initiative involves a debate between the Pentagon and its other structures, capabilities, and goals.

One of the issues that causes disagreement is whether India should be included in the initiative. Those who prefer to exclude India from the Indo-Pacific framework argue that India is an important ally of Russia and has long enjoyed Russian support.

However, the main point of contention is that China has opened a front against India by deliberately disturbing the peace on the Himalayan border. In the end, when Prime Minister Modi agreed to India joining the Quad now, it was a shot in the arm for supporters of the Indo-Pacific Initiative.

India's current defense priority is to modernise, upgrade and develop the Indian Navy to be able to protect its coasts and ports. The Quad countries also adjusted their military structures.

The Quadrilateral Security Dialogue (Quad-4) is an initiative launched by four countries, Australia, India, Japan and the United States, during the Malabar Exercises in the Philippine Sea in 2007.

The Philippines is not yet a member. Quad-4 could not be built effectively because Washington's administration's attitude toward China was inconsistent with the policies of Australian Prime Minister Kevin Rudd. In fact, Rudd is trying to improve relations with China. In a sense, Quad-4 has been dormant, even dormant, for at least a decade since its launch in 2007. In 2017, the leaders of the Quad met in Manila and decided to create a Quad mechanism with a more comprehensive approach to China.

China's Belt and Road Initiative is the driving force behind the revival of the Quad, and US concerns are also reflected in the term "predatory economics" coined by US Secretary of State Rex Tillerson.

India puts more pressure on resurgent Quad-4. Media asked Indian External Affairs Minister S Jaishankar what he would do if India is considered a member of NATO. The Minister said that India does not share the heart of NATO. This clearly shows that India is not willing to join the new cold war against China. India refused to sign the UN resolution against Russia, which NATO was more dissatisfied with than the United States.

The result of India's aggressive approach towards Quad-4 is that the US has withdrawn from Quad-4 and rather formed a Quad Group with the Philippine government.

Finally, US pressure on India to adopt a belligerent attitude towards China will not work because the main purpose of India's participation in the Quad is to promote trade relations with the Quad countries; The most basic assumption is the free movement of ships in India. Ocean. and the South China Sea are guaranteed.

Only time will tell how this group will or will not fare in the changing Indo-Pacific security context.
