The adviser criticized the "total ineffectiveness" of international sanctions against Russia and North Korea.
"It is clear that the restrictive measures imposed against Russia and North Korea are not enough."
During a state visit to Pyongyang, Putin called for a review of sanctions against North Korea and said the two countries would fight together against "US hegemony."
