The EVM has a control unit and a voting unit. These are connected by cables. These are also connected to VVPAT (Voter Verification Documents Audit Trail) machines. This machine allows voters to check whether their vote was properly cast and voted for the candidate they support.
As the hearing began this morning, the court asked the Election Commission to explain the microcontrollers in the system and whether they can be reprogrammed.
The Electoral Commission responded that all three units have their own microcontrollers and can only be programmed once. Bhushan claimed that these microcontrollers are equipped with reprogrammable flash memory. "It's wrong to say it's not reprogrammable," he says.
The court stated that it was necessary to rely on the technical report of the electoral body. “It is said that the capacity of flash storage is very small. You can store 1024 symbols without using any software. Microcontrollers are said to be CU (control unit) independent. “It does not recognize political parties or symbols, it recognizes buttons,” Justice Khanna said.
When Mr. Bhushan wondered whether it was possible to flash a malicious program into his memory, the court said, "Can a writ of order be issued on suspicion?" It cannot administer elections because it is not the administrative power of any other constitutional authority. ”
