US President Joe Biden on Friday announced Israel's three-phase proposal to end the Gaza war, including a ceasefire and the release of hostages held by Hamas. The main elements of the "comprehensive" plan, which the 81-year-old described as a "roadmap to a permanent ceasefire," include: Phase 1
Biden said the first phase would include a six-week "full and comprehensive ceasefire" in which Israeli forces would withdraw from "all populated areas of Gaza."

Hamas would release "a large number" of hostages, including women, elderly and wounded, captured in the Israeli attack on October 7. The bodies of the killed hostages would also be handed over. American hostages being held by Hamas would also be released, Biden said, adding "we want to bring them home." Hundreds of Palestinian prisoners would be released in return.
Palestinian civilians will be allowed to return to their "homelands and neighborhoods" throughout the Gaza Strip, including the northern part, which has been ravaged by months of Israeli shelling. Humanitarian aid will "increase" to 600 trucks per day arriving in Gaza, and the international community will provide hundreds of thousands of emergency shelters and housing units.
In the first six-week phase, Israel and Hamas will "negotiate the agreements necessary to move to the second phase, which would mean a permanent cessation of hostilities."
Biden said the ceasefire would also be extended as negotiations continue, with the United States, Egypt and Qatar acting as mediators to try to ensure its continuation.
Second Phase
In the second phase of the plan, which will last about another six weeks, Israeli forces will withdraw completely from Gaza.
Hamas will release "all surviving hostages," including Israeli male soldiers. This has been a key sticking point for Hamas in the past.
If both sides comply with the agreement, it would result in a "permanent cessation of hostilities," Biden said, citing an Israeli proposal. Phase 3
