Pavel Durov, CEO of Telegram arrested in France?

Telegram is influential in Russia, Ukraine and the republics of the former Soviet Union. Pavel Durov, the billionaire founder and CEO of messaging app Telegram, was arrested at Le Bourget airport near Paris on Saturday night, local French media reported, citing anonymous sources. They said the investigation focused on Telegram's lack of moderators, and that police believe this allows criminal activity to continue unhindered on the messaging app. Telegram did not immediately respond to a Reuters request for comment. The French Ministry of the Interior and the police did not comment. The Russian Foreign Ministry said it was taking steps to "clarify" the situation and wondered whether Western non-governmental organizations (NGOs) were calling for his release.

What we know about Durov and Telegram:

* Born in Russia, Durov, 39, is the founder and owner of messaging app Telegram, a free platform that competes with other social media platforms such as WhatsApp, Instagram, TikTok and Facebook's WeChat. The platform aims to exceed 1 billion monthly active users within a year.

* Telegram is influential in Russia, Ukraine and the republics of the former Soviet Union. It has become a key source of information about Russia's war in Ukraine, widely used by officials in Moscow and Kiev. Some analysts call the app a "virtual battlefield" for war.

Durov, whose fortune was estimated by Forbes at $15.5 billion, fled Russia in 2014 after refusing to comply with government demands to shut down opposition communities on his social networking platform VKontakte , which he sold.

* Russian and French media say that Durov became a French citizen in 2021. He settled with Telegram in Dubai in 2017.

* "I'd rather be free than take orders from someone," Durov told American journalist Tucker Carlson in April about leaving Russia and finding a home for his business, which included stints in Berlin, London, Singapore and San Francisco. * In the same interview, Durov said that besides money or Bitcoin, he does not have significant assets such as real estate, airplanes or yachts, because he wants to be free.
